Skin Viewer?

I've seen some references to a Skin Viewer app on a few threads in this section, but I'm having trouble locating it, or figuring out how to obtain it. I did some Google searches, but it hasn't turned up anything useful. Does anyone know how one would get it legally? (PLEASE, NO references or links to illegal downloads or torrents, etc)

I'm doing a bit of skinning now, and it would be nice to use a tool to view my progress instead of having to jump into a Quickplay game each time. Is it Windows only, or is there a Mac version?

"Skin Viewer.exe has encountered a problem and needs to close. We are sorry for the inconvenience."

This is the error I get when trying to run Skin Viewer.exe under WinXP Pro. I tried it under VMWare Fusion and Sun VirtualBox on my Mac. I guess I can try it on an actual PC, but I'm not sure if that will help. I also d/l'ed the TGE demo and installed that. I thought maybe it had some necessary components in it for Skin viewer to work. Any ideas on what I'm doing wrong?
