Similar for me too.
MI is generally lower on "the charts" but more importantly worse firerate than dash's.
Dash's also has poor firerate for me when it is full - I attribute that to my West Coast location - not sure if that is it or not.
Rarely seems a correlation between in server ping and firerate for me.
I generally always have a 80-110 ping on the standard midwest/eastcoast servers, but firerate gets very sticky at times frozen.

-dash 135 (top in my server list) normal firerate (for a US server i mean)
- Mi 130 (bottom of my server list (still in green)) MI seems always +/- laggin aleatory firerate : sometimes good , sometimes only one or 2 bullets shot...
