What was Bush thinking.... here's my theory.
First off a drastic increase in taxes on cigarette would lead to an almost instant reduction on the demand for them. When you only have a certain amount of money to support the habit you simply cut back by a few a day when you can't afford it. This of course would hurt some of his only remaining supporters in the Southeast and the CEO's he's buddy-buddy with (Lower Demand for Ciggy =Lower Demand for Tobacco=Lower Price for farmers & Lower profit for CEO) A little veto on something like this means that the Republicans can say that they support "family farms" and other B.S. like that.
The Democrats and Republicans in states that this won't work, of course voted for the bill so that they can have adds with sad looking little kids to say how good they are. It allows for the democrats to have a warcry against the horrible republican president (who's approval ratings are dismal) and fellow republicans the ability to distance themselves from a very unpopular president. A win-win situation for the bunch of a**wipes on both sides.
Now if they were serious about fixing our healthcare system there would be some horrible propositions like this.
-margin limits on prescription drugs and medical supplies. Companies commonly run a margin of 0.1% on new lifesaving drugs and medical supplies. These means that a drug or something that cost them $0.10 to manufacture they charge $100 dollars for it. If a drug or supply is the difference between life and death you kind of just have to pay. Where do you think all the money is coming from for all those prescription drug adds?
-equal pricing for cash vrs. insured patients. The same procedure that will cost an insurance company $4,000 dollars will cost cash costumer $40,000 dollars (thats what the bill of my wifes gall bladder surgery ended up being this past spring). This is just plain price gouging the people who can't pay it off. This is the major reason why so many people don't pay. How can they?? If they could be charged the same price as the insurance company many more people would be able to pay.
-Malpractice Award limits - Say a doctor was tired or sick or just plain overworked and they mess up. Is it really fair to blame them completely and not the system in which they work. Should a private practicioner who brings home $120,000 dollars a year be expected to pay for a $10 million dollar settlement. I'm all for fair compensation for an injury and punishment but this is just plain greedy. There really should be some massive regulation passed on this type of settlement.
