OK, the orc probably has the strength over Smeagol, but Smeagol is very sneaky and smart. Smeagol would tear that orc to shreads after a long while of "hide and seek."

Ok, Orc vs. Gollum. Well, Gollum always seem terrified of "filthy orcses" so I think that he would run away if he could. Hmm, let's review the strengths and weaknesses...
Gollum
Strengths: Agile, intelligent, above-average physical strength, able to see in complete darkness, is small enough to fit in little holes and such, has elf-like hearing, is able to track targets by smell.
Weaknesses: Can be controlled by the wielder of the One Ring, hates sunlight and moonlight, does not use any weapons aside from rocks and such, is terrified of elves ("terrible Elves with bright eyes!"), is half insane from his loss of the One Ring.
Orc
Strengths: Has great brute strength, can use weapons, can use armor and shields, is given additional strength and drive by Sauron, has keen hearing and smell, can travel and fight in moonlight or complete darkness, can terrify meek enemies by roaring loudly, often puts poison on its blades.
Weaknesses: Hates sunlight, is scared of elves, is not adept at using a sword (orcs simply swing wildly), can be cheaply trashed by any experienced fighter.
So, as you can see, it'd be a very good fight. I think that the Orc would win in moonlight, but Gollum might win if they fought in some dark cave.
