How do you make a web page where you can make posts and stuff like the forums here

some web hosts [internet servers] offer forum code in their packages. you sign up for the package and build using their online tools.
there are sites like freewebs and others where you can get free space, tools are limited without upgrading [$]
I build mostly in PHP these days and get the source code for my projects from here:

to name one source — you can do a search for "open source" and see how many public available scripts and apps there are out there.
