i need to know how to use the comand widow without being in the mod such as repent does.

You type commands directly into the console

$Pref::Server::PasswordEnabled = 1;
$pref::Server::Password = "smack";

would turn lock the server with the password "smack"

Just $pref::server::password = "password"; works for me
To pull it back down, use $pref::server::password = "";

I think warfare's chat logger makes it easy to chat from the console, you could try that out.
