you should delete the stock content if you make a pack.
if you can't remember check from a demo what they would be.

ie
stock ter's + plus all mis files named etc TTx_x (important) + .ml lighting files
stock skies, stock textures, stock shapes: green, blue, red, common, tanks, etc (important)

i would only add game art content and make for scripts maybe alternative link. i think most of those scripts stuff gets guys confused specially if there comes a pile of them with the download.

if possible master server + speed tweak on pref would be nice to be immediatly on

maybe also pre-installed modwizard?
maybe also some hotkeys placed in main.cs for Fx keys?

oh yeah and the thing from which guys can see what they are downloading when they join a server

I did a stripped out version of Daz's Mod pack for Windows using the same installation program. It took a while to create the .exe but it is only 397MB. The files before I added them into the program was over 700mb.

I tested out the program patch on a couple of different machines now and it works well.

For the addition of the download bar and other useful additions I'd recommend a separate program to install them all.

It's really simple to do once you figure it out.
