We need to see all the text that's in the same window as "sending heartbeat". You can copy it from the window and then paste it into your post reply by using the Code button.

What type of internet connection do you have from your ISP (DSL, cable, dial up)?

Umm, my laptop is wireless. I dont know whether its DSl, cable, or dial-up.
I have a Clear Modem and a Linksys Wireless Broadband Router WRT54GS.

So you have Clearwire for your internet service provider? If so, answer this. If not, what is your ISP?
Can you find any information on the Cleawire Modem? I wonder if it has a firewall of it's own, and you need to forward through that, too.

Yes and my dad says to me "The modem is wide open so nothing in there could be stopping you from doing what your doing."

You're going to have to figure out how to get through that software firewall.
The way you have it going, there are two firewalls between your server and the outside. You probably have set up the hardware firewall in the router, so now you get to figure out how to forward through that software firewall.
Bet you can find directions for that somewhere... I can't help because I don't use a software firewall.
Anyone else care to step in?
